The Background . Home Haven . a Home Sharing Program

The concept was suggested by Rotarian A.F. “Bob” Blair, Past President of The Rotary Club of Thibodaux, LA.

Below is the text of his concept as I received it from his club president:

“Mr. Bob Blair of Thibodaux Rotary has proposed an idea that might be tackled by Rotary International or District 6200 to assist Rotarians who must evacuate for Hurricanes. His idea is to develop a web site where evacuees could indicate a need and fellow Rotarians in other cities could extend an invitation to the Rotarian to stay with them until the threat subsides or the hurricane passes.

Below are some of his more detailed thoughts regarding this idea. I think it's a wonderful idea, but I have no idea how we could go about implementing it. Even if we did have the resources to develop a web site, we would obviously need cooperation of Rotarians throughout the U.S.

PROPOSAL - Rotary – Hurricane Haven

Will it be beneficial to all concerned?

Premise: During Hurricane Evacuation Orders find lodging is very difficult, because entire large areas may be evacuated … overwhelming the housing capacity of large safe areas. Some Rotarians in safe areas might be interested in housing Rotarian families from the evacuated area, especially if their professions are complementary.

Name Project, “Algernon”, in honor of Algernon Blair, Director of Rotary International 1934-1935, who is the grandfather of conceiving Rotarian, A F “Bob” Blair Jr, Past President Thibodaux Rotary 1986-87.

1. Define all possible hurricane-possible (h-p) areas

a. Use National Weather Service Hurricane Maps
2. List all Rotary clubs in these h-p areas.
a. Use Rotary International lists
b. Obtain a Rotary International Password (at least 20 characters)
3. List Rotarian by Rotary Number in the h-p area that would be interest. Do not list the name since this will be on the Internet.
a. List for h-p habitat seeking Rotarians Bio (Prepare Form):
    i. Rotarian create high-security Password
    ii. Occupation
    iii. Retired or Active
    iv. Family requiring housing
    v. Pet(s) and Requirements for it (them)
    vi. Other special requirements
    vii. Other information
4. Give h-p Rotarian etiquette rules, especially stay time anticipated (i.e. until electricity is reestablished.
5. Define all areas outside the h-p areas within 500 miles.
6. Find all Rotary clubs within 500 miles of that line.
7. For each club, create a reasonable distance (say 500 mile) of the h-p club to the outside h-p club (using GPS location software).
8. Create a list of possibly interested habitat Rotarians with Rotary number and high-security password.
9. National creates the software for input of h-o Rotarian and habitat Rotarian

Operation: at any time during a hurricane warning, a h-p Rotarian can activate his request for (possible) habitation. It could be inactive, but preregistered. Rotary International would advise all 500-mile clubs of any requests and provide h-p e-mail.”


The HUMANITARIAN NETWORK Hurricane & Disaster Preparedness Program (HD PREP)


From D 6200, Most of you were affected, directly or indirectly by Hurricanes Katrina, Rita, Gustav and/or Ike. If you’ve seen the news in the past few days you’ve seen heartbreaking and hauntingly familiar images of people wading through chest deep water. This time they're not here in Louisiana, they’re in the South Pacific. And they desperately need your help. Rotary has been asked to help get clean drinking water to the survivors of the recent tsunamis and typhoons. When the 2004 tsunami hit the Indian Ocean, we spent $350/person/day to fly drinking water in from the decks of our aircraft carriers. I believe there’s a more cost efficient solution to this challenge (only 52 cents/person/day) and I’d like you to share it this week with your club and others in your communities. The problem isn’t that there’s no water, its that there’s too much water and it isn’t drinkable. If we can’t help our brothers and sisters to get clean water, there will soon be an outbreak of waterborne illness and disease. People will die needlessly from preventable causes. Instead of trying to ship water, we have the opportunity to get water filtering kits delivered where they're needed at a much more realistic cost. It is completely up to you if you or your club wants to participate and if so, how to do so. Some may just want to make a donation. I’m hoping some might choose to publicize the need and partner with your Interact and Rotaract clubs as well as other local non-profit organization and corporations to do more community based fundraising. We've been on the needy end of exactly this kind of disaster and others from across the globe contributed to our aid and recovery. This time, I’ appealing to the Rotarians of our District to step up and save others from disease and death. Their future is in your hands. The easy thing to do is put this letter aside and do nothing, or say it is too much trouble, or “’l get to that later” I’m asking you to put Service Above Self and do something, anything, within your means. The National Guard Bureau of International Affairs (NGBIA) has a contractual arrangement with countries in Hurricane Alley to provide relief if and when the time comes. Their goal is to BE PREPARED this year. The National Guard has asked for Club help. Our Rotarian Network Provider-Partner, Clean Water International, is working with the NGBIA-SPP (National Guard Bureau of International Affairs-State Partnership Program), to implement a preparedness program for replacement water supplies. We want your club to help for just $150. Most illness and death from any disaster is caused from waterborne diseases. Each person needs a couple of liters of water every day. They can go a week without food. Trucking and flying in water IS NOT the answer. The US military estimates the cost at more than $300/day/person This is the cost to US taxpayers to deliver water by trucks, ships, planes and helicopters. With Proctor and Gamble's WaterBox®Program, Rotarians and their communities can be prepared, without any help from the outside world...even those in the remotest areas of the world. This would eliminate much of the costly transportation to deliver water after disaster strikes. Military units are prepared to assist us in transporting and strategically placing inventory in-country and along the states of our Gulf Coast with Rotary Clubs who will then be able to manage the water needs of their communities.
